SAP security note 1683913, “Unauthorized modification in SICF-services in PP-MES”, is a program error note released on 08.05.2012. Below are the symptom and SAP recommended solution.

Symptom
SAP ME Integration can be abused by malicious users, allowing them to modify displayed application content without authorization, and to potentially obtain authentication information from other legitimate users.
Solution
Please apply this note or import the changes via the relevant support package.
Reason and prerequisites
SICF services (co_mes_longtext, co_mes_lngtxt_m) within PP-MES do not sufficiently encode OUTPUT parameters, resulting in a cross-site scripting issue.
Cross-site scripting can be used to steal another user’s authentication information, such as data relating to their current session. A malicious user who gains access to this data may use it to impersonate the user and access all information with the same rights as the target user. If an administrator is impersonated, the security of the application may be fully compromised.
In release 605, this issue can occur only as of support package SAPKH60504.
